Does a Briggs Stratton 15.5 HP motor have a ground wire or does the mounting bracket ground it to the motor?

Sears Craftsman, Briggs Stratton 15.5 HP model 28N707 0173. Atop the starter, is a small threaded post that looks like a grounding post, but I don't see a ground wire hanging free anywhere nor do I remember removing one.
