Toning legs on the elliptical machine on low resistance?

will make toner, leaner, slimmer legs? I've been working out on a low resistance but I haven't noticed a difference. I've been doing 30 mins and only burn about 280 calories? I feel like I'm wasting my time. how does the incline effect building muscle? does this make bulkier muscle? I want to avoid that at all costs. I want lean, toned legs! help!
